When you create a new category via magento admin the categories parent_id is not saved correct.
it has always the value of the category which is one level above the parent category you choose from the dropdown in the admin panel
example.
category_id 1 Name:ROOT parent_id=0
-category_id 2 Name: Deutsch parent_id=1
now create a category Name: Englisch and Select as Parent_id=2 Name: Deutsch
after u saved it look in the database
parent_id of the newly saved category Englisch is not 2, it is 1.
the admin panel displays Englisch as child of Deutsch
